A. Scott VOORHEES works as an Environmental Scientist on air pollution economic and policy issues at the United States Environmental Protection Agency (EPA). Mr. Voorhees received his Bachelor’s Degree from Wittenberg University, Master’s Degree from Miami University and Ph.D. in public health benefit-cost analysis from Tokyo University. He has anextensive history working on air pollution regulatory and policy issues for the EPA’s Office of Air Quality Planning and Standards. Mr. Voorhees has experience in toxic air pollutant standard setting, industrial source air pollution permitting (including pollution emergency response planning), and Asian urban air pollution benefit-cost analyses. He is a two time EPA Gold Medal recipient (EPA’s highest achievement award), and has received two US Government Fulbright research fellowships, and he was awarded a Japanese Government Abe Fellowship. Mr. Voorhees was recently selected to receive a Science Achievement Award for Environmental Economics.


For the past half decade, Mr. Voorhees has been working on US - China bilateral activities related to regional air quality management under the auspices of the China Ministry of Environmental Protection - US EPA collaboration. He was a major contributor to the US - China Joint Economic Study (Strategic and Economic Dialogue) and now serve on a team dedicated to developing and applying EPA’s official air pollution benefits model “BenMAP - CE” (Benefits Mapping and Analysis Program-Community Edition) and applying that model in Asian countries. In 2012, He completed a Fulbright Fellowship research project at Tsinghua University estimating the health impacts of air pollution in Shanghai and the economic value of those impacts.
